Summary
For two years I've been the person a county government hands its hardest problems to. I run our state security audits end to end and this year remediated the Health Department's entire device fleet for a HIPAA audit. I also ship AI in production. Staff use my RAG search over county data every day, and my YOLO computer-vision pipeline redacts FOIA video evidence. On my own time I wrote Audrey, an open-source MCP memory server that gives AI agents persistent memory, and Ticket Copilot, a support-ticket triage and drafting pipeline with eight governance gates and a golden-set eval behind every change. When vendor software broke or cost too much, I replaced it with systems I built myself: a jail bed-audit system, an officer daily-notes app, a network dashboard built to the admin's spec, and a Db2-to-SQL records migration ahead of an RMS/CAD cutover. Twenty-plus years in tech, a decade of it running my own IT business. Three years teaching is why I'm good at making hard systems clear to the people who have to use them.
Experience
Hardware Administrator & Project Manager · Adams County, IL (Government)
2024 – Present- The county's go-to for state security audits: I run the audits, do the remediation, and write the reports the state receives. In July 2026 that meant remediating the Health Department's entire device fleet in response to a HIPAA audit report.
- Single technical point of contact for departments across the county — the Sheriff's office, Probation, the Health Department, the County Clerk, Juvenile Detention — from a broken machine to a vendor escalation to a frustrated non-technical user.
- In two years, replaced paid or broken software with custom tools I built myself, retiring vendor contracts across county departments.
- Built a digital sign-in / sign-out board for the Probation and Health departments, retiring a third-party contract that cost thousands per year.
- Built a jail bed auditing system for the Adams County Jail and a Daily Notes system for the Sheriff's Department.
- Created a network dashboard for the Network Administrator — built to his spec, integrating multiple APIs into one live view — and separately diagnosed and resolved a county-wide network issue using PowerShell traffic analysis.
- Built retrieval-augmented (RAG) search over the county's procedures, install guides, and white sheets: ask in plain English, get the source passage back. Turned a five-minute document hunt into seconds, tested on new hires, now the IT team's default reference.
- Migrated the county's entire IBM Db2 records database to SQL ahead of an RMS/CAD transfer of service, covering the gap when no vendor backup would be ready before cutover.
- Created a one-step installer for the county's end-of-support RMS that cut installation on officers' in-vehicle terminals from multiple hours to minutes, and engineered a bypass that kept Probation and Juvenile Detention's monitoring software running after a Windows 11 upgrade the vendor said it wouldn't survive.
- Built a suite of office automations now in daily use: automated payment-logging for the County Clerk, file-integrity checks that catch silent corruption, and daily CISA security-alert emails for staff.
- Automated the employee lifecycle: new-hire, termination, and promotion changes propagate through Active Directory and Microsoft 365 groups without manual steps.
- Replaced a commercial digital-signage subscription with a self-hosted Raspberry Pi system (courtboard), and built the county's FOIA video-evidence redaction pipeline using YOLO computer-vision models to auto-redact faces and plates.
Independent client work — side project, evenings & weekends · Eveland Digital
2026 – present- Design and build AI-assisted websites and a custom CRM for local home-service contractors — solo, full-stack in Next.js/TypeScript, from quote intake and pricing to proposals, booking, and lead follow-up. The CRM is instrumented on time-to-first-contact per lead and emails the owner a weekly value report; live for a paying client since July 2026. A side project I run outside my day job.
AI Training Contractor & Independent Software Developer · Outlier & contract clients
